Term Limits
Elected offices of Commissioners and
City Council shall be limited to 8 years or 2 terms of service. An overwhelming 87% of Americans today support term limits. This is from Pew Research. Some of our offices have been held by people for almost 30 years. We need to change out and always allow the new ideas to enter our county.
Police/ Citizen Advisory Commission
Nearly 80% of large cities and small have some variety of police commissions. Police community committee such as
Lincoln and Alliance. The goal is to enhance mutual cooperation and
understanding between law enforcement and the community. People can approach the commission with complaints and ideas for change.
LB840 Reforms
All LB840 Grants more than $5,000 must
go through the public hearing process. Grants larger than $50,000
shall only be granted when approved by a public vote.
Tax Reforms
Tax increases larger than 2% requires
a approval by public vote at the next scheduled election or by mail
special election. This will require longer range planning and public input. Decisions following a public plan.
Zero Based Budgeting- Honesty in
Accounting
Zero-based
budgeting encourages departments to evaluate every department's
funding, and their current needs rather than the momentum of the
previous year's budget or previous expenditure.
All budgets will be based on “need” not historical amounts.
Open
Meetings
All
meetings including real estate purchases, other than personnel issues
will be open to the public and allow public comments. Too many times county and city business is discussed behind closed doors and not disclosed to the public.
Public
Comments
All
issues discussed in city and county meetings will allow a 2 week
public comment time before a vote is taken. An issue can not be
brought up and voted on at the same meeting. There must be time for
public comment on all issues. No resolution or motion can be passed
without a public comment period.
Appointed
Office Review
All
appointed offices such as City Manager, Finance Director, County Road
Manager, etc. will go through a yearly public review to be held
before the end of the governments fiscal end of the year September
30th.
This public meeting gives time for the public to comment on those
offices.
Zero Tolerance Bullying
There are problems in our schools, on social media. Fake accounts, bullying by people who hide their identities. As a community we need to push back and not support this type of behavior.
Public
Audit- Full Disclosure
Each
year a full and comprehensive audit will be made of all financial
transactions. A yearly report will be made and then publish for
public input.
Combine Resources
Overlapping
departments and services provided by both the county and city will go
through a review to see if those services can be combined in a manner
that saves taxpayers monies. Example- Is it possible to combine the
Cheyenne County Sheriff's Office with the Sidney Police Department.
Public's Right to Know
All
government actions, votes, reports will be made public. All services
calls by public employee's shall be immediately published for public
review and assistance.
